Assessor Training
The Heritage Railway Association works with an experienced expert in competency assessment to provide training to staff and volunteers who assess others in their heritage rail roles. We offer HRA member organisations two levels of Assessor Training, designed for new assessors or assors who are already carrying out assesments.
Level 3 Award in Assessing Competence in the Work Environment - 2 days - 12th and 13th June or 14th and 15th June. For assesors who asssess competence in a work environment which requires the use of the following assessment methods: observation, examining work products or outputs, oral questioning, discussion, use of witness testimony, learner statements and recognition of prior learning.

The qualifications are both Nationally Recognised and sit on the Qualification and Curriculum Framework at Level 3 ( this is the supervisory level in a workplace or A level standard academically). These are the assessor qualifications and so will be familiar to any external agency looking for assessor competence.
The one-day Course leads to the Level 3 Award in Understanding Principles and Practices of Assessment. This is a knowledge-only Award aimed at those beginning an assessor role and those who need to know about assessment practice but who are not practising, such as those who wish to become assessors in the future, or managers. Learners will be discussing each of the learning outcomes and completing written questions to demonstrate their understanding. All the theory work should be completed before the end of the day.
The-two day Course is the above together with a day (usually shorter than the full day) where the attendees carry out some practical assessments of two separate person completing simulated railway tasks, the assessments are done within the learners. This then adds a second unit to the Level 3 'UPPA' and makes the qualification the Level 3 Award in Assessing Competence in the Work Environment. Therefore this is a knowledge and skills award for assessors who assess competence in a work environment, using the following assessment methods: observation, examining work products or outputs, oral questioning, use of witness testimony, learner statements and possibly Recognition of Prior Learning (such as examining evidence a volunteer may bring from another railway).
These qualifications are aimed at people who work in, or are planning to undertake, roles in assessment. Those new to assessment and hoping to become assessors can take the first unit and gain an understanding of assessment principles and practices even before they are in a position to assess learners. When they are ready to practice, they can attend to achieve the additional unit and become qualified in the full assessor qualification title. Individuals who are in a position to carry out real assessments can undertake both units at the same time and use evidence in a holistic way.
In addition, individuals who need to know about assessment, but never intend to practise as assessors (e.g. some managers) are able to learn about the essential principles and practices. Such individuals would be expected to gain the Award in Understanding the Principles and Practices of Assessment, but not complete the practical assessment unit.
